What the SDF is, and why it exists

Bhutan's tourism policy is built on the **'high-value, low-impact'** principle — a deliberate choice by the Royal Government to limit visitor numbers and protect the cultural and ecological integrity of the country, rather than maximise tourism revenue at the expense of either. The SDF is the principal mechanism for this policy: a per-night levy that funds the Royal Government's free-healthcare and free-education programmes, the country's substantial forest conservation work, and the carbon-negative infrastructure that makes Bhutan one of three carbon-negative countries on Earth. **Every USD 100 of SDF supports services that the Bhutanese public receives at no cost** — clinics, schools, the national health system.

What the SDF includes — and what it does not

The SDF is a sovereign levy paid to the Royal Government of Bhutan; it is **not** a tour-operator fee, and it does **not** include any of the following: international flights to Paro, lodge accommodation, guide and driver services, ground transport, meals, monument entry fees, or visa processing. These are billed separately by the licensed tour operator handling the booking. The total cost of a Bhutanese journey is therefore the SDF + the operator-billed services + the international flights (which the customer typically books direct).

How and when the SDF is paid

Every Bhutanese tour booking goes through a Royal Government-licensed tour operator (the so-called 'minimum daily package' policy, in force since 1974). The operator collects the SDF as part of the booking deposit, holds it in escrow, and remits to the Department of Tourism on the visitor's arrival. The visitor receives the SDF clearance as part of the visa-on-arrival processing at Paro. **There is no separate SDF payment counter at the airport** — it is settled in advance via the operator. Visa processing requires the SDF to be remitted; visa is not granted without it.

Exemptions and the broader concessions

**Children under 6** are exempt from the SDF entirely. **Children aged 6–12** pay 50% of the applicable rate.
